Honestly, I think the EU is making the right call here

If Ukraine wants to keep getting financial support, it has to show it's serious about fighting corruption and maintaining independent institutions—otherwise, we’re just throwing money into a black hole. Aid should always come with strings attached to encourage good governance and efficient use of resources, especially when taxpayer money is involved. Supporting Ukraine against Russian aggression is important, but that doesn't mean we should turn a blind eye to backsliding on critical reforms. At the end of the day, conditionality is how you incentivize positive change and make sure our investments actually help Ukraine in the long run.
